I did not see the pool behind the balcony but that pisses me off. Maybe that's what the warboys drink? He doesn't care about protecting them from dust. JOE. Such a bad resource manager.
Re: the water up in the Citadel, no idea. I have this idea that the geology of the giant stone is part of the aquifer that must be underneath a generally-impermeable layer? But also he didn't build the Citadel, say the tie-in comics, so maybe whoever built it had their reasons.
